Buying ultra-cheap likes will most likely get you fakes as well. Clickfarm workers are even encouraged to organically like pages just to further hide their coordinated activity.
Facebook crossed 2.3 Billion users this year. Last year Facebook estimated that more than 10% of these accounts are fake or duplicates. Facebook is adopting several strategies to point out fake profiles, but it is not enough. It is not just a concern for Facebook, but it is also a concern of real users like me and you. How do we trust a person on Facebook?

Another way to spot a fake Facebook profile is to look in the about section. Genuine people on Facebook like to enter their accomplishments in detail. They would adequately list their school, college, previous and current employment, etc. If you see nothing on the about section, then it might be a fake account.
Now it comes to reading the Timeline. If a user is posting too many links of one or many websites with lots of ads, then it is clear that the account is for promotion and it is likely to be a fake account.
Starting as a test with a small percentage of its users in the US, Facebook will make it easier to report news stories that are fake or misleading. Once third-party fact-checkers have confirmed that the story is fake, it will be labeled as such and demoted in the News Feed.
A company representative told Business Insider that the social network will also use other signals, like algorithms that detect whether a story that appears fake is going viral, to determine if it should label the story as fake and bury it in people's feeds.

However, as you dig deeper and do the double click you see that the engagement is nonexistent, even if they have thousands of fans. You click on some of the "likes" they have received on recent posts and it's obvious they are from a country foreign to them. It's also obvious the likes are from fake accounts.
Below I posted a couple examples from Facebook pages. The first is from my own personal business page. The second is from a page that could potentially have fake likes. Note that my page with only 25% of the fans of the other page has more people talking about it. A proof point that it is not about having a large number of fans if they are fake or not engaging with you and your content.
Click on the number of likes link under any post that seems to have a substantial number of likes. It will then take you to a page where you can see the profiles of the likes. Click on a few of them. Are they real accounts? Or are they fake? Do they appear to be from a same foreign country for which their most popular city is in the Facebook insights? If yes, you have another red flag and they may be paying for those likes.
What are your thoughts when you come across a business page who has fake followers? What happens to the trust you had for the organization? Do you think it shows a sign of integrity, good ethics? Would you trust the business? What if you trusted them and really liked them before finding this out? Will it make you think differently of them?
Dr. Forte tells The Christian Science Monitor in an email that relying on ad-revenue driven companies like Google is, at best, an "incomplete solution." She adds that major websites depend on one-sided, positive messaging in order to make money, so even programs like Fact Check will never be an entirely reliable method of eliminating fake news and providing the user with fair, balanced information.

Look at the number of likes on the page vs. the amount of engagement happening on the page. Looks at various posts and pay attention to comments, likes and shares. If there is a large number of page likes but very little or no engagement it is a red flag that the page has purchased fake likes.
In fact, this is one of the reasons that fact checking organizations must be transparent and open. If an organization like Snopes feels it is ok to hire partisan employees who have run for public office on behalf of a particular political party and employ them as fact checkers where they have a high likelihood of being asked to weigh in on material aligned with or contrary to their views, how can they reasonably be expected to act as neutral arbitrators of the truth?
